You could try to add some quarters, maybe 1-3 into the buffer tube, that will move the buffer up by a small amount, and if the binding issues goes away, you can shave off a little bit of from the lever where it touches or leave the quarters. Too many quarters and you'll loose bolt lock back. I think I have an install with two quarters in it, totally forgot about them until I saw this post.
